This highly practical, 2.5-day course will provide participants with a comprehensive overview and detailed understanding of all the practical aspects of management, implementation, control, audit and fraud prevention in the new 2023-2027 Common Agricultural Policy (CAP) and its funds.

About this course

This highly practical, 2.5-day course will provide participants with a comprehensive overview and detailed understanding of all the practical aspects of management, implementation, control, audit and fraud prevention in the new 2023-2027 Common Agricultural Policy (CAP) and its funds.

This course will cover, among others:

  • The legal framework of the transitional period 2021-2022 and of the new 2023-2027 CAP; greener and more performance-based policy
  • The funding of the 2023-2027 CAP
  • The CAP contribution to the EU Green Deal – main tools to reach the ‘Farm to Fork’ and Biodiversity strategy objectives.
  • Control and audits of CAP spending from the perspective of the European Court of Auditors, EU Commission and Member States
  • Fraud prevention and detection in the CAP
  • ARACHNE: practical tool to detect and prevent fraud in the CAP

Course methodology

The unique feature of this course is that it covers the experience of experts from the EU Commission, the European Anti-Fraud Office (OLAF), the European Court of Auditors (ECA) and Member States.

This course is very practical and interactive. All presentations conducted by experts include practical examples and real-life case studies. The majority are followed by practical workshops in small working groups with the direct involvement of ECA, EU Commission, OLAF and experts from Member States.

During the workshops, you will gain first-hand knowledge of how the relevant authorities conduct audits of CAP funding. You will also learn about the best practices for the implementation of the agricultural budget, fraud prevention and the use of Arachne.

Based on real-life examples and best practices, the course will enhance your knowledge and understanding of how the relevant authorities control and audit how Member States implement the CAP and spend related funds.

You will be trained on how to detect and prevent fraud and how to build a system of effective and efficient controls and anti-fraud measures.

You will also learn how financial, compliance and performance audits will be  conducted in relation to the CAP in the 2023-2027 period. You will have an opportunity to gain practical experience of using ARACHNE to detect and prevent fraud and irregularities in the CAP spending.

Managing Authorities, Audit Authorities, beneficiaries of CAP funds and independent auditors dealing with, or interested in, projects and programmes financed under the CAP.

Fee
The fee includes documentation and refreshments. Lunches, a reception or dinner are included if mentioned in the programme. Accommodation and travel costs are at the expense of the participants or their administration.

Prior payment is a condition for participation.

Cancellation policy
For administrative reasons you will be charged €150 for cancellations received within 15 days before the activity begins. There is no charge for qualified substitute participants.

EIPA reserves the right to cancel the activity up to 2 weeks before the starting date. In that case, registration fees received will be fully reimbursed. EIPA accepts no responsibility for any costs incurred (travel, accommodation, etc.).

This session will present how the relevant DG within the Commission (DG AGRI) monitors the implementation of Member States’ strategic plans, the legality of expenditure (including with regard to conflicts of interest) and its performance. We will also see how audits are planned and executed.
